Can I refuse a rent increase in Quebec?
Yes. Within one month of receiving the notice, you can refuse a rent increase in writing and stay in your home. Your tenancy continues at the existing rent, and the landlord must apply to the TAL to have the rent fixed — which is often set lower than they asked.

Quebec has no fixed percentage cap; the TAL sets a fair increase based on the landlord's documented costs. Note that units in buildings five years old or newer may carry an 'F' clause that removes the right to contest for that period.
